how do i compile a stand alone app which will run
on basic os like w2000 which has no .NET framework?
(i can do this with .NET c++ console app)

It is my understanding that any C# or VB .Net application will require that the .Net framework is installed on the target system. There are different levels of a .Net installation, as you will see if you go to the Microsoft web site:
http://msdn.microsoft.com/netframework/downloads/redist.aspx
Microsoft recommends that you use Windows Update to update standard end users to the .Net Framework.
