What is the difference between RT_AUTOSCALE_Y_MINMAX and RT_AUTOSCALE_Y?

Nothing. They both resolve to the same integer constant, 1. RT_AUTOSCALE_MINMAX is the constant referenced in the RTScrollFrame documentation.
